The Devon last-wicket pair held out for the last few minutes in the drawn return match, after Monmouthshire enforced the follow on.
The match between the two teams in July at Newport had also been drawn.
On the first day, a train delay caused the late arrival of the Monmouthshire team, and play was restricted before lunch.
For Monmouthshire, there were 9 fours in Tatham's 69, 9 fours in Lloyd's 57 and 1 six and 9 fours in Silverlock's 50.
For the home side, Orchard scored 60 and Sandford 51, which contained 8 fours.
In the Devon second innings, P C Phillips took over the wicket-keeping gloves from Lloyd.
