Glamorgan had also won the game between the two teams played at Swansea in July.
Play on the first day was delayed by half an hour and did not start until noon because of the wet conditions caused by heavy overnight rain.
For the winners, there were 1'6' and 4'4's in Bancroft's 73, and Nash took 9 wickets in the match for 74 runs, including 8 for 31 in the Devon second innings.
In the Glamorgan first innings Russell and Creber added 55 runs for the ninth wicket.
